As a rule of thumb, reducing the bitrate in moderation will often have little to no discernible impact in quality, especially if you are going to be streaming the online video on the web or to a mobile device. However, there are instances where reducing the bitrate could have a greater impact, i.e. reducing the bitrate of a video that contains a lot of motion or contains a lot of detail. Of course, there are also more complex methods of lossy video compression such as switching from the H.264 codec to the H.265 (HEVC) codec, which can reduce file size by as much as 50% at similar quality levels to H.264. If you are starting with a very high resolution video, such as 4K, it may also be worth looking at downscaling the video to a lower resolution, such as 1080p or 720p.
